Founded in New York City in 2022, we began as a small circle of civic-minded professionals and technologists who have donated their policy know-how globally to governments and mission-driven nonprofits.
In 2025 we restructured, changing our name from Manhattan Council, and re-launched as Positive Policy Institute.
